California Assembly Republicans did something rare on Monday. They showed a backbone.
They ousted Heath Flora as minority leader less than a year into his rocky tenure, one day after The California Post exposed two state ethics investigations and more than $11,000 in campaign spending at a Sacramento dive bar more than 50 miles from his Central Valley district. First-term Assemblywoman Alexandra Macedo of Tulare, who had served on Flora’s leadership team, was elected to replace him with 12 votes and seven abstentions.
Flora remains in the Assembly. But the message was clear. The days of Republican leaders acting like Democratic enablers while cashing special-interest checks and running up bar tabs labeled “district meetings” are over.
The timing was no accident. Flora and fellow Republican Juan Alanis were the only two GOP votes last month for a bill allowing local governments to push sales-tax hikes past California’s longstanding limits. Every other Republican either voted no or sat it out. In a state crushed by high costs of living, that vote landed like a betrayal. Conservatives were furious. Sources inside the caucus called it a red line.
Then came the receipts.
Reporting showed Flora’s campaign dropped more than $11,500 across 54 tabs at Chargins’ Bar & Grill, a dim East Sacramento joint known for cheap pub food, animal skulls on the walls, and saloon doors on the men’s room. Nearly every charge was coded as a “District Meeting.” One single tab hit $1,908.
Multiple “meals” were sometimes recorded on the same night, including during legislative session days. Sources described Flora as a frequent and long-staying presence there. His former affair partner, lobbyist Emily Hughes, put it bluntly: “Everyone is privy to his excessive drinking.”
Two Fair Political Practices Commission investigations were already underway. One, opened in October 2025, examines more than $1.15 million in behested payments Flora has steered from special interests since May 2023, many from groups with business before the Legislature. The second targets potential misuse of campaign funds, with a March complaint naming Flora, his reelection committee, and a former treasurer. He has not responded publicly to the latest revelations.
This was not a sudden fall from grace. Flora’s leadership was questioned from the start. A Sacramento Bee investigation last year detailed his extramarital affair with Hughes while still married, missed child-support payments that required court-ordered garnishment, and a pattern of claiming a Central Valley “legal domicile” while appearing to live full-time near the Capitol and collecting the associated per diem.
Local Republican parties in his own district refused to endorse him. He scraped just 30.6 percent in the June primary in Stanislaus County, the lowest of any incumbent lawmaker.
In short, the man tasked with leading the opposition looked more comfortable with lobbyists and late nights than with the voters who keep electing Republicans to fight the one-party machine in Sacramento.
Assemblyman Carl DeMaio of San Diego framed the change correctly.
“Today’s change in leadership in the Republican Assembly Caucus reflects a steely resolve and energy to do whatever it takes to turn California around,” he said. “The leadership change should send a strong and clear message that the days of Republicans in Sacramento being pushovers to the Democrats are over.”
Macedo, a first-term lawmaker from an agricultural family that has run a livestock market since the 1930s and farms almonds, struck a different tone.
“I am deeply honored by the trust my colleagues have placed in me, and I am proud to stand alongside a unified caucus dedicated to real, common-sense solutions,” she said. “Our message is clear: California is becoming unaffordable for working families, and our caucus is united in the fight to bring down the cost of living, make our communities safer and hold state bureaucrats accountable.”
California Republican Party Chairwoman Corrin Rankin called her “a new generation of Republican leadership.”
That is the real story. For too long, some Republicans in Sacramento treated the minority role as a chance to raise money, cut deals, and enjoy the perks while Democrats raised taxes, drove businesses out, and left working families drowning in high costs and crime. Flora’s tax vote and the bar-tab “district meetings” made the problem impossible to ignore any longer.
Scripture is not silent on the character required of those who lead. “Moreover it is required in stewards, that a man be found faithful.” (1 Corinthians 4:2).
Faithfulness means more than showing up for photo ops. It means stewardship of resources, moral consistency, and a willingness to stand against the prevailing wind instead of joining it when the lobbyists are buying the next round.
Macedo now inherits a caucus that still holds only a fraction of the seats. The Democrats still run the place. But at least the opposition is no longer led by someone whose personal conduct and policy votes undercut the very message Republicans need to take to voters this fall. Accountability starts at home. On Monday, California’s Assembly Republicans finally practiced some.
